Salt does not rinse off with the next shower the way street dust does. It accumulates on the outer face, which is exactly the face nobody can reach.

The outer faces were washed from a position the balcony does not provide, which is the whole reason a job like this is quoted differently to an ordinary apartment clean. One technician, two and a half hours, and the outer glass finished to the same standard as the panes that are easy to get at. No scaffold, no external access booking, no second visit.
